Good way to show you know nothing about the online racing communities. The online racing communities are generally marked by very professional driving standards, excruciating attention to using correct liveries and race conditions, self-penalising driving infractions and very mature interactions between community members. The higher-grade sims even have real professional race drivers taking part, which in itself weeds out any issues. The public servers run by the game companies have nothing to do with this scene however. Even there anybody who goes around deliberately causing crashes has their reputation (and racing stats) trashed so they can't possibly get a game.
For what it's worth, there is already one payware scenario creator who has published a scenario pack with a 'train race' however. And he's been taken seriously by Just Trains and Trainsim.com who now carry his work.
