Somethign that always find a bug bear of mine is that if a scenario requires a partcilar loco. Railworks will not work without that loco (unless edited in RW Tools).
If the engine that was required for a scenario was an AI engine, should it not just load the scenario without that engine without showing that engine?

No, Railworks wants you to have all the stock before it can load a scenario.
One thing you can do with missing static stock is open the scenario in the editor, then save and play again, and it will delete the missing stock requirement.

Unfortunately not, you need to delete a consist or use RW_Tools to substitute a suitable alternative.
One thing that has been suggested around here a few times is that when an item is unavailable the program would automatically substitute the most suitable item from the standard content set. How this would actually work is up for grabs, though I reckon that would be a responsibility best left to the scenario author who would use a new item in the RHS flyout to add the alternative item/s to each item. It's something riddled with so many potential problems, performance issues being one notable one - what if an AI consist would only just get up some formidable hill with locos like the Class 60, and it gets replaced by a Class 47 which has it grinding to a halt through lack of power? You have a completely blocked line now.
