It would possibly be good if the PM had been stand alone similar to say Win Zip Win rar or 7 Zip etc etc

If you are missing any crucial hotfixes, they will appear in the Missing Microsoft Security Hotifixes section. In the Installed Hotfixes section, you can see that the hotfixes are broken out by category and each entry contains the Knowledge Base ID number and the date on which it was installed.
The interesting part of the report is that Belarc will tell you if the Microsoft security hotfixes are up to date and if not, what is missing. Also, all the Microsoft updates are available and you will have quick access to details about them due to the "details". These hotfixes will be verified and if they do not pass the checking, a red "x" will mark them. In this case, you will have to reinstall the respective file

Any more news on this error Stephen. It might be an idea to compare notes with one of the other users who has this problem and see if you have anything in common on your respective machines.

I dont think it is a case that people are suffering in silence at all, I think by the response, it is a more isolated problem and most likely system related. I know this doesn't help you a great deal as you probably feel you have tried everything you can in relation to your system but it certainly isn't widespread.
I am also still trying to find that file I was talking about.

Been doing a lot of research on the problem this afternoon and it appears it is definetely .net related and doesn't only apply to Railworks. The exact same code message occurs all over forums on the internet for various programs with the only difference in code being the .exe file related to the program you are using, all other fields are identical.
Can I just ask others for imput, when you press install, does the PM open the "load package" screen at a default location, ie desktop? It's just that a couple of fixes seem to be redirecting the program to open from an alternative place. Can this be changed in RW? It may be that whatever location the PM is pointing at in default, is corrupted for some.

In my case pressing the install doesn't appear to open from the desktop etc

Also referring to the MDAC posts earlier in the thread. All versions do seem early, even pre vista but on several forums, Microsoft Support are still pointing people to use it as solution, even as recent as a few days ago. Most of these solution posts have then not had a reply, presumably because the issue has been fixed?

I want to try to help you, but you will have to be patient, because my English isn’t very good. It’s even possible that I can’t give you the wright solution to this problem. It can take a long while with many suggestions.
First suggestion

running RW with Vista and only 2gb of ram memory, I don’t think it’s a good idea. I checked your system and you can upgrade to 4gb. It’s advisable to do this. This will probably not solve the package manager problem, but it’s really a good idea to upgrade.
Hopefully Secunia can give you or me a hint what exactly is the problem.
I would also suggest to try running RW only with the default routes and assets installed.
Just rename your assets and routes folder to something else, ex. Old assets.
Make new folders assets and routes, and put only the default content in it.
Remember, Steam can only check the files it knows about, and not the ones that are added.
Steam also can’t remove those files.

It opens the load package window at the Desktop for me, and always has done as far as I remember. It doesn't seem to remember the last location I loaded a package from.
