Ive downloaded some stuff that arnt uk and its given me loads of track rules.
How would one go about deleating them manually?

Put you fingers in your ears, stamp the ground hard in random places. If you hear a loud bang - you're in a minefield.
This is very like messing with track rules.
I asked a very similar question a while back and have been dodging the tumbleweed ever since.
If you use RW_Tools to identify which track rules you have acquired, you may be able to identify where they have been applied.
There are two facilities missing from the 'Select tool', the ability to snap to track (loft) section ends and it only reports the track rule if the selection contains a single track rule. Even if you identify a rogue rule, all you can do is delete it, you can't reassign a track rule as far as I can figure out.
In any case, fingertip searches of track is a very unsatisfactory method of identifying where track rules have been applied. Maybe another 'space bar' highlight would be useful here.
One more thing, track rules don't only apply to track.

The question is: Did you use them anywhere, or not.
If you used them in some test route, delete the test route first.
If you used them in some route that you do not want to delete, don't delete the track rules in question.
In case you just installed the addon and now you have a long list of track rules that you never touched, then simply go to .../Assets/provider/product and see if there is a Track Rules folder, maybe under Networks. Move this folder to a save place outside the RW file hierarchy and see if your favourite routes are still alive. Best keep it in the safe place for a long while, so you can easily move it back when you run into problems.
Did I mention the condition? Do it only if you are 100% sure you never used them.
