Yes, me too. It is not that uncommon for it to happen.
By the look of it their site is having problems as well.
You can continue to play when you are not connected to the internet.

That screen is just a webpage on the RSC server advertising recent or prominent DLC, it causes no difference to the program's function so nothing to worry about if it can't connect. This has seemed to happen (where the page fails from RSC's end) on very rare occasions presumably related to temporary server maintenance on their end. And to spoil your party sundog it is also completely unrelated to updates as they are handled by Steam rather than RW itself, however there is a slim chance it is related to new DLC needing a news flash on that page.
This is also completely different to Steam not being able to connect in which case you will get asked to either troubleshoot your connection or start Steam in offline mode which you can do anyway should you wish. You can run Steam in offline mode even though you are connected to the internet in which case you will still see the DLC news webpage in RW.
