Rubber Banding Effect
Can someone make a video of this, I would like to see if my computer has this problem.

It's almost impossible to show it on video as most video recorders will make the video look like this effect anyway.
Easiest way to describe it, and see if your machine is doing it.
#1. Switch to #2 view while a train is rolling along, position the camera out front and to the side of the train, now, hit #8 and watch the train pass by you. If it's rubbering banding, the train will NOT have a smooth motion as it passes, instead you'll see what can only be described as if it skipped a frame or two ahead of itself. It's not hard to miss. Every 1-2 seconds you'll see the train "snap" ahead a little.
#2. #2 view as a train is moving, and it really doesn't matter where you position the camera, eye up a building down the tracks, and follow it as it draws closer and eventually passes by you off the screen. Same effect. If it's rubber banding, the building will snap ahead a little bit every second. No smooth motion at all. You can usually see this through the drivers (#1) seat also, #2 view just makes it much easier to see.
On some configs both of the above situations will happen, or only the first example will happen, while the second one is nice and smooth, or vice versa.
In my case, it's strictly the scenery example I gave. The train motion is smooth as silk, while all the scenery rubber bands and the drive does not have a nice smooth motion to it.
I think it's a memory leak somewhere in the game as I've noticed sometimes my scenery motion is smooth, then the rubber banding will work it's way in further down the line. While other times it's rubbering banding right from the start. (same route, same start position)
Also, that probably really isn't the case as some people still get it, and then some others don't get it at all.

A bit like going forward 6 and back 3 is all I used to be able to come up with in the past, suffice to say when you have it, you will know, and generally makes the game unplayable.
