Can't find new DLC locomotive in scenario editor loco list

Hi. I bought and downloaded the InterCity express addon for 28 dollars, but it won't work as I thought it would.
The locomotive does not show in the loco list in my scenario editor. I am using Hagen to Siegen, but it won't work. Please help. Thanks.
I verified my files, cleared blueprint cache, everything I could. Again, please help. Thanks
