A route blueprint contains a parameter called TimetableTolerance.
Is it active? What is the unit and what is the effect?

As far as I'm aware it's not "active", so it's one that you can ignore..
I "think" it's to do with the default % of the AI trains when you set up a scenario. So, instead of an AI train defaulting to 75% performance in the scenario editor and subsequent scenario, you could set every train to 100% or another percentage if you so desired.
I'm sure a RS team member or someone with a bit more knowledge will fill in the gaps if I've got anything wrong or incomplete.
