Is there another way to bring up the properties window other than double-clicking the object?
I cannot get the properties window to open when laid over a decal using double click.

I think not. I've only ever felt the need to do this when I need to manually set the height of siding and yard track so gradients line up with the main lines they're joining to, however.
You'll just have to shuffle the decal out of the way and move it back I think, unless anyone else can share a top tip.
