Well, don't worry about it for a couple of days then. RW3 will be here soon and will apparently change everything when it comes to performance.
The key to knowledge is not to rely on others to teach you it.

Ill have to wait a week or so longer as im away on holiday
Anyway i think the problem is now fixed (fingers crossed) I unistalled/reinstalled physx and i also checked what version of directx i had via directx diag tool, on the page there was an option to "run 64bit dxdiag" i ran this and then ran railworks with all settings maxed out in ATi CCC and used the max power saving mode in EPU 4 engine, the game runs at 14-19fps but its playable. Running in max power mode with anti-aliasing mode set to multi sample (lowest setting) most things seem less juddery and fps are 50-90. If you could only see the diffence! So whch one fixed it im not sure about but im happy

Hi Andy,
When running a game like RW, which needs all the resources it can find, I would think you shouldn't use any power-saving mode

I would like to say a big thank you to the many people who have helped me in this thread, If it wasn`t for gptech, theokus and others i would be buggered! Just to let you guys know my pc is now 100 times better, idle temps are around 26-31c and full load are 40-45c which is a massive difference and NO black outs!!!!!!!!!

Good to hear you're all sorted now.
But heres a little conjecture....
Whilst the access times on an SSD are much, much faster than a conventional spinning disc the data still has to be transferred across into RAM--all an SSD does is move the bottleneck from the drive itself to the data connection. If the SSD is maxing out that data connection you could be 'losing' packets of data in the wait states that need re-sending.
