Did you try the "Clear Cache" option yet?
Go to the Tools & Docs tab, then click the "Clear Cache" button and see if that helps.
If that still doesn't fix it, you could try a Verify Cache option as well...
From your Steam client, go to your Games list, right-click on RailWorks, select Properties, Local Files, then Verify integrity of game cache. This will check to see if you have any corrupt or missing files associated with your installation and will try to reacquire them if so. After the Verify Cache, you might also try the Clear Cache option again.
Good luck.

This problem occurs when you create Routes or Scenarios in other language settings than english.
This window looks only to the default english settings in the RouteProperties.xml or ScenarioProperties.xml .
Use RW-Tools or an other xml editor and edit the .xml files:

<French d:type="cDeltaString"></French>
<Italian d:type="cDeltaString"></Italian>
<German d:type="cDeltaString"></German>

<Polish d:type="cDeltaString"></Polish>

Thank you both for your kind replies. I've always created my scenarios in Spanish, although I never changed the original programme's English version. After the last update, without changing anything, these problems started to appear. I changed to the Spanish version of the simulator, but it still persisted, regardless the route I was creating an scenario for. I've gone back to the original setting, ie in English, and I'll test it with a new scenario.
When checking the "verify cache" option, as suggested by LoneWolfDon, there were 19 corrupted files which have been reacquired. See how it goes now...

I've returned to the original English language version of RW, following Stefan comments, and any new scenarios I create are now appearing in the packager menu. Unfortunately, all previous scenarios I did before the Verify Cache have lost all the text - including the trains headcodes! The scenarios work fine, but trying to amend or correct any IA train has become a nightmare as I can't find them in the menu (as they have no name); I have to "fly" to where they are and write again the train name or headcode. Plus no info pops up in the cab for the player's train, as the prompts are now blank
Anyway, there weren't that many and the main problem seems to have been sorted. Thanks again for your help, folks!

The tip to add english text is only that you see text for your Routes and Scenario in the packager windows. This window (this are the only one!) don't look to other language settings. All other Windows are showing the text according to the language setting. The devolopers are english, they never look to other languages!
So you create all under spanish language setting, so in all files is only the spanish text in all the spanish lines.
So you should set the language settings back to spanish. Then you shold see your text again.
Nothing got lost by verify cache. Verify cache is only to repair deliveries coming over steam (the default Routes and Scenarios). Your self created Routes and Scenarios should not be affected by verify cache!
The rule of RW is: which language is set in the properites? Is there a text filled in? yes - show, no - is there an englisch text yes - show, no - show nothing.
This is what happend.
