From the manual:-
"Double-Click LMB on the file. A window will pop up showing a picture of the asset and a text description. Click the LMB on the Extract button to install the asset. The extraction program automatically installs the asset’s files in the correct directories.
Once installed a dialog box appears indicating success, just Click LMB on OK. Next time you start TRS2004 the asset will be available for use."
Hope this helps.

I suspect the zip files contain the un-packed content files. (a collection of .im .tga .bmp .txt files)
In which case create a folder somewhere outside your Trainz install. Un-zip the files you downloaded into their own folders within that main folder.
Start CMP and select File -> Import Content.
Point CMP at the folder you created and it should suck in all the new content.
When it has, and you get the dialog box appear saying it's done it, click "View in main window"
Ctlr-A to select all objects and then Ctrl-M to commit them to the database.
Job done (hopefully), there may be some errors which need fixing but knowing the source I expect you'll be OK.
This is the lazy man's way of distributing content as you just select the folder and zip it. A better method is to create a .cdp file of the content which auto-extracts into Trainz. Another factor is that in creating a .cdp file the content will get some sanity checking, with a .zip file of the folders you never know what horrors lurk within.
For more info on using CMP and for help on fixing any errors in content, we've created a couple of guides here:
http://www.rail-sim.co.uk/content.htm
Not having registration details in CMP won't affect this operation, but will prevent you from downloading any required dependencies from the DLS.
Mike.

First step would be to register your Trainz, then you can search the DLS for any missing items.
