'Countries' on uploading files

Sorry if I'm being an ignoramus here, but I have just noticed that when uploading my new CamHack,
(fileIDs 19476 & 19477)

The country is set to UK. I just went to the EDIT section and it appears you must select a country. Could someone clarify if there is a way to have a 'universal' file or would the admins be able to add this as it may cause confusion I feel.

This is a definate need as the default is Argentina if you don't choose a country

I would suggest the default is BLANK, like in 'Operating Company'
