Reskinning Engines

I have been reading with interest about the engines and rolling stock most people in this forum is making, and would like to do something like this sometime (not now, I am too busy). However, I would like to know what programs I need to have in order to reskin engines (for my own personal use) to change locomotive numbers.

Any help is appreciated.
