Could be one of the ways they used the sim to mark locations for buildings, before they were built.!!!
Also they could have used it to draw the textures, you may be abled to change the colour's of any line's.
But then again it could be one of those white elephant thingy's.

Its for custom textures. If you needed a terrain tile that matched track/buildings you would use this to mark out where the texture needs to be altered. I doubt it has seen much use even by Kuju, or anyone else for that matter, although one american chap around eight months ago really went to town with it to produce custom trackbeds. I doubt it was useful because the number of ground textures that would need to be loaded at any one time was a little excessive.

How odd. So I suppose I could always use it if I fancy vandalising my route textures then (could be useful if I were making a Peruvian route as they have a tendency to write political slogans in very large letters on the sides of mountains).
