I am doing a tram route and the tram car is bigger than the houses how can this be why can't someone make some true scale UK Houses and Flats

It would be nice if everything was built exactly to scale, but which scale? In the Screenshots forum there's a pic of some trams inside my GWR loco shed. The shed doors are 15' high. The trams shown are nearly as tall. Most UK steamers would be around 13' high and MSTS models fit inside this loco shed neatly. The walls of the houses I built for the Generic Rural pack are around 18 to 25 high depending on the model.
These measurements are not conversions. I'm using TSM in feet(12") units natively. I often alter the scale slightly to suit the various 'people' models available. There's nothing drastic about this, the change is usually small and mostly cosmetic.
So to answer your plea, houses ARE being made to scale. In any case, if you don't like the size of a model, simply use Decapods Shape File Manager to alter the size and there's no more problem.
