Unsder the edit menu there is a setting called "Set height offset" can someone tell me what that does?

You can set the water height for each corner of a 'water enabled' tile individually, which is a bit of a pain, but will cure your problem; I don't know if there's a 'global' method.

The global setting is sea level. Normally one would want that to be zero.
I've used the water height settings as described successfully. However, on a hilly route like mine it hasn't always worked so I have a stream/river transfer. Build the watercourse with road sections, add the transfers, then delete the road sections.
This is the sort of result I've got with transfers - it wouldn't have been possible to do this at all with adjusting the water level settings in RE.
