Elevation offset in Route Geography Extractor

Could someone please give me an explanation of what the Elevation offset in RGE does (I think it is supposed to set the lowest limit value of your terrain-am I wrong?). How does this interact with, say, TS Tools?

I am trying to understand my bizarre terraforming results.....

sets the limits of height and floor of the tiles, you can twiddle with them in the RE too...

Bizarre in what way, do tell?
