There are several ways to start on a gradient.

Power up before the brakes come of and use the sanders.

Try using the loco direct brake if it has one.
Use coach or wagon brakes.

It may be that the loco is created with the brakes off and you run back before you can work the controls.
try applying the emergency brake as soon as the sim starts rather than the power
