Is there a utility out there that allows the contents of one tile, i.e. topography and scenic objects to be copied from one tile to another? I have a need to know.

I'm wondering why you would need to do this. The terrain height values are in the files in the TILES folder, the scenery objects (including track shapes but not the track database) in the WORLD files. But copying the contents of a world file across to another part of your route or to a different route might screw up the track database, so I can't see a use for what you are asking.

I am working with a route that is not where it should be for my purposes. I don't need the track data, just the scenic items and terrain. I considered renaming the files but that seemed just that little bit too easy. I will give it a try.

Yes you can do this by copying and renaming World files - it will duplicate the track layout too, but you must rebuild the track database before you do anything else.
The one problem is that the terrain has to be identical - I did it on entirely flat terrain which had the same altitude.
It may be possible to duplicate terrain too - the file naming system for the Tiles is obviously different, but I wonder whether the filenames are based on the hexadecimal equivalents of the World Tile names - over to one of the giant brains.
