Creating the player service is no different to any length activity. Then I break the activity into sections and write and test the AI services and any interactions I want, such as overtaking trains. Once Ive done that i move onto the next section. and test. And so on for each subsequent sections until its all done, then a final test or two to make sure it all works ok.

For the coal and water restrictions, I simply note the amount remaining after the first test, then reduce the amount available by whatever I had left, then test again and tweak as necessary.

A 3 hour activity will take about 60 hours to do. The Southport Diversions took about 150 hours as a few of the interactions took a look of fine tuning to get right. Not for the faint hearted but very rewarding when it all works ok, especially if other people like them. :)
Because they cover a lot of track with lowish speed limits
In fact most of them involve running at almost maximum speed - 80 to 100mph :)

Southport diversions is the best activity I have ever done.
