Unfortunately, there are hardly any add on routes that have passengers on the stations, some do have a few, but the Steyning Route is the creme de la creme, when it comes to passengers. I have added passengers to most of my Routes, but it does take quite a long time, to add passengers to all or most of the stations, on routes like Thames Mersey, or Dorset Coast. I have added passengers, to most of my routes and also added many other features. See this thread I posted a few months ago.

Once you have mastered the art of opening up a route in the Route Editor, you can add lots of different objects to your routes, including people, vehicles, animals, like sheep & cows to fields along the route, fun fair items etc, etc.

There are many tutorials you can get from here, which will explain how to add objects to routes and many other useful tips of how to enhance your routes.

Once you have mastered the art of populating your own copies of your routes with additional objects, you can really make them come more to life, with populated station platforms, which makes all the difference. It does take a lot of time to add passengers to all stations on a large route, but it does bring the route to life. Once done, all you need to do is make another copy of your added to route, to CD or DVD and you will have your own copy of that particular route with people on the platforms and many other additions that you care to add.
