Car Spawner

Hi, i drive on a route and no cars run on the roads. Why is this happening? I believe it is something to do with something called the "Car Spawner" Which activates cars to run on the roads and behave how they would drive on the roads. Can anyone tell me if this even exist's, and if it does, how can you turn it on?

If anyone is confused, an already set paths for a route but does not show up.
