Europeanbahn are releasing their new Add-On "Cross City" shortly. I was wondering, do you need "West Coast Express" in order for it to work as there seems to be two versions, on Amazon it has one cover image and says a "WCE Add-on", but on Play.com it has another and says "Part 2 of a collection of West Coast Express add-ons", i'm considering purchasing the add-on but as I don't have WCE, I don't know whether it would work.

No - Cross City can be played as a stand alone product - which means that you will only have the Cross City Route installed. However, If you have West Coast Express installed as well - you will have two routes in one.
