If you use the search facility you'll see that someone had been working on it a few years back but it appears it was never finished.

Hi Natty,
Go to the top of this page click on search, then type in North London, then go to to where it says look for where to find go to route building, click search and the you will have to scroll through 1937 pages to find it.
Or take it as there is no one saying they are buillding it, it's not being done, or you instead of asking some one else to make it try making it yourself, you will get help if you ask politly if you get stuck on something.

Richmond-Broad Street was a possibility as a route but foundered a long time ago. If you read the following thread you will see why.

I travelled on the Richmond-Broad Street Line once or twice in the mid to late 1960's and it pottered along at an incredibly slow pace!
