I have today purchased "Railway Signal Engineering (Mechanical) by L P Lewis, Third edition by J H Fraser dated 1932, in which the following is stated:
"It should be observed that the true function of the weight is to pull the wire back to its normal position, and NOT to put the signal to danger. Lower quadrant spectacles should always be sufficiently heavy to put the arm to danger even when loaded with snow, but unless the counterbalance is sufficiently heavy to pull back the wire, the arm will of course, remain in the CLEAR position".

Large parts of East anglia, inlcluding around March and Gt Yarmouth. Some of the cross country lines.
Parts of the Welsh valleys and west Wales
Highland Main line (Perth-Inverness)
Aberdeen line around Cupar and North Of Dundee (except Aberdeen)
Scarborough Line
Harrogate area
Patches in the North west
The Transpennie lines are partly mechanically signalled, although mostly with colour lights
Settle and Carlisle
Cumbrian coast
Newcastle-Carlisle
Oxford-Hereford
Peterborough-Nuneaton (except Leicester)
Around Worcester and Kidderminster
Nottingham-Skegness
Derby-Stoke
North Wales line
and last but not least...
Bedford-Bletchley...although soon to be replaced!
There's other patches but that's the main areas as far as I can remember.
