Hi,
I was just wondering whether anyone knew why when you open up textures using Tgatool2 they are perfect, but when you load them into MSTS they become pixelated. This is most noticable with text.

Hi That's the key word Pixelated.
Very helpful.
A big part of the issue comes down to the width and height of the texture compared to the area it's being stretched over, the larger the area, the more you notice it being enlarged. The easiest solution is to work from a larger texture when you want to add text, you can for example replace a 256x256 texture with one of 512x512, 1024x1024 (or even 2048x2048 in some cases, but a lot of older video cards choke on the larger textures, not such a problem on modern systems however)
The larger the texture size you choose, the sharper and clearer details appear, but it is a tradeoff of quality vs performance. You don't need to make any changes to the model itself to use the larger textures, just keep them to one of the sizes I've listed above and you should be ok. To enlarge an existing texture you'll need to use a program such as Paint Shop Pro or Photoshop or something similar, since MS Paint just doesn't do it to my knowledge.
Hope this helps, and if any of this isn't clear just poke me and I'll try to simplify it

Cheers for that! Don't worry you don't need to be poked!
