Some authors are dead set against people turning their creations into Sodor related rollingstock. (Dunno why...they just do. I personally think of it as a compliment since theirs were good enough for us to choose.) If you reskin stuff for your own personal use, you don't need to ask permission...however, if you plan to upload them to UKTS (or anywhere else) you need to ask them if you may reskin them first.
(lol I love how the three biggest TtTE reskin nuts on UKTS all responded to that first

I've just re-installed my mstssodor route, and all the locos.....i sense a mass upload in screenshots today he he he
Oh, and mousepound64, yes you do need permission from the auther of the model, and also if you are only slightly modifying a reskin ( e.g a truck, but the trucks were also reskinned once before and you haven't changed the textures ), then you also need the permission of the person who reskinned it before you did.

Also you might also want to ask the original authors of the coal truck and breakvan you reskined....just so that later there isn't a chance of a big ugly mess.

It can be that they are fully completed or that we do not wish to upload them......kinda like wot i'm thinking of at the moment. why not? I can't remember if it was you or Daz making the Island of Sodor route. Ah, oh well, as long as I can find some rolling stock..... 
Also, if one of you are making the route, is there a good prediction of when the route will be released? I also predict that it's going to be in seperate files, just like all non-setup routes come like that
