Sorted! In my case my Kerio Firewall had somehow blocked cmd.exe from running. I disabled the firewall and installme ran ok.

Whilst having a look through the Scottish Central related posts I notice that on at least two occasions someone has asked where does this route run to/from. Unfortunately I can't find an answer.
So may I ask, where does this route run to/from?
