There is a tram system in San Francisco that runs like a Metro system under part of the city (Market Street), and then comes out onto street running. (up to the zoo).
and I think that the Brussels system also does a bit of both.

Boston (Mass) has four different RT lines, all being part underground, part surface and part elevated. The Green Line is the only 'tram' line as we understand it, the other three, Blue, Orange and Red, look more like regular underground trains - except they class them as trams and the trams as trolleys! As they say here, go figure... :)
