I need to reskin.
Is there any possible way to reskin a downloaded loco, using TSM? Or is there a way without using anything at all?

Firstly. Repainting something someone else has already painted still requires permission from the author of the model, and if you intend to use some of the original repaint, you'd need permission from them too.
Repainting on someone elses machine is still a form of distributing. You're doing something for someone else, not for your own personal use.
To be on the safe side, ask for permission - Most modellers will grant you permission without any problems.

If in doubt, Contact the model maker and spell out what you would like to do.
The creators e-mail addresses should be included in the model download in a readme.txt file, Some readme files state that repaints are permitted and can be distributed without permission (As long as it's not for profit).
If you can not find the creators e-mail address in the readme then you can send a Personal Message to the person who uploaded the model, They may not be the model maker but they should know whose model it was they repainted.
