More info needed for a proper reply.
Is this a new problem or has it always been so? What operating system? Your Philips cdrw should be secondary master with the dvd as secondary slave. It's possible the dvd drive simply cant read the type of disc you are trying to copy, what is it or shouldn't I ask!

This might be worth a try. I used nero 2 backup my trainset files using the burn audio and data mode and when draging and dropping files i put them into the box on the right and had the same problem as you. Try dragging files into the smaller section on the far left This worked for me. I had CDR problems to but i used SKY cdr's ( the sattelite people ) which are for computer use only and they work evertime. Hope some of this helps - Good Luck!
Your "unrecoverable read errors" message appears to rule out any probs with the Philips so either the cdr you are trying to read is not in as good condition as you think (they dont last forever especially if exposed to sunlight or extremes of temperature) or even worse the laser is going on the dvd drive. You can still copy files to the hardive as it'll keep trying over and over until it manages to get them but it cant copy "on the fly" as there is no room for error with that method.
Looks like you'll have to copy to the pc first then burn to cd from the image.

In Nero 5.5, Select the File Menu/CD-Copy and make sure the Copy CD on the Fly box is not ticked. Then Nero will copy from the DVD drive to a buffer on your hard-drive before copying the data to the CD.
As you say copying from the h/drive is working OK, this should get you around the problem. I had a similar problem with my DVD drive.

just to let u know, if it hasnt already been said, some newer cd's and dvd's have software on them that detects direct drive to drive data transfers. CD/DVD/ZIP/removeable drives have a different code signature to HD and solid state/non-removeable drives, and thus can be easily distinguished. As copying commercial and payware cd's and dvd's is illegal pirating, cd/dvd manufacturers are coming up with ways of preventing it.
This could be why u have ben unsuccessful is direct drive to drive copying.
