Just tried the site in question and we simply seem to be going round in circles. Have queried this with WinRar themselves and they advise
Strange site you found there. The download does not even seem to be working.

Anyway, good you asked. There's a lot of scam out there.

There are also many places where you can download a legit WinRAR.

The main source is our site http://www.win-rar.com. There you can download a free 40 day trial version and make your purchase when you like the software.
So I suspect that this link to a free version of WinRar is not exactly legit
