Hi ightenhill and welcome to the Forum,
Have you made your Rail Sim Folders/Files to be Read/Write? This can be done easily with Mike Simpsons RS Tools, yo can also check Scenarios for missing Rolling Stock items with this Utility.
The .rpk file that you downloaded from RS (Peasouper) should have installed anyway if you have installed Upgrades 1 & 2 correctly.
Neither can i ever seem to see any of the other downloads such as new skins or wagons that i downloaded
This is a different kettle of Fish, which downloads are we talking about and where were they from? If you have installed something incorrectly earlier and messed up the 'Route.xml' this could be why you are not seeing the Scenario above. I trust you are making a Back up of RS
Before you change anything so you can go back if you have a problem.
Again Mike Simpsons RS Tools has a 'Routes.xml' repair tool, if you read the Instructions it will tell you what to do.
If you haven't got Mike's RSTools its here:

Have I missed something somewhere??? There is no way that you require DevTools to run any route??
