where can you download RSDevTools so that i can install some stuff for rail simulator?

Rail Simulator is no longer supported and as far as I can the Developer Tools are no longer available.

You can, however, obtain the Rail Simulator development documents from here -

Unless you really have to use Rail Simulator, then you would be better to buy and use RailWorks 2 which is being actively developed and is the latest version of Rail Simulator.

First I'd suggest to install the MK1 update, then the MK2 update, and then the Missing Track Fix tool, which can all be found and download at the following page:

After that, you can then download and install the RS Dev Tools, found from the following link:
http://www.railsimdownloads.com/files/r ... vTools.exe
