I would have posted this question on the RS forum or tried it myself but like a few others I have not been able to access the website at all over the last couple of days.
Will I be able to download the developer tools on a pc with internet access, put the download on a disk and transfer the data to a pc without internet access and be able to utilise it within the game without it requiring internet access?
Also I would ask this question in regards to future downloads, patches etc.
