That's up to the authors/publishers.
If Great Eastern, for example, was available for Rail Simulator and Rail Simulator was playable then I would buy it.
Freeware routes are a different story, if they use items from MSTS1 that are owned the property of Microsoft then it would probably require permission from Microsoft to use them, same goes for user created stock/items - converting them/using them for other purposes than intended would not be morally correct and probably not legally acceptable either.
If we're getting down to the nitty gritty, then sure, if someone wants to make a route or add on for Rail Simulator that already exists on MSTS then why shouldn't they?
Freeware authors make what they want to make, third party authors make what customers want to buy. So if people want to make it or buy it then it will happen.

Hi Tom Toon
I think its far too early to see any announced developments for KRS.
Most large routes take 18-24 months of route building work alone.
What is slightly worrying is, I've seen one post that seemed to indicate these 'tools', although good, do not actually speed up route building.
I would imagine all announced projects will be finished in MSTS1, this will take us to at least another 12- 18 months.
I then guess route builders , would then re-asses their options.
Cheers
Jon

I did ask Dave Corfield on Sunday if he had Thames Mersey and Dorset Coast ready for release on RS, after all it had been out 2 days (or longer if you got an advance copy).
He laughed. I wasnt quite sure why

As a route builder I can only give the same answer as to the previous threads on this subject.
If you ask me for an outright answer as the sim stands now, then the answer is "no". I'm unlikely to rebuild any of my existing routes or consider a frsh project.
If the developer tools released in November prove useable and what I perceive as the major issues of the sim are addressed in a patch/re-release, then the answer is "maybe".
In realistic terms the current route I'm building in TRS2004 will keep me busy until March 2008. A couple of months off to enjoy the Spring sunshine and that's May 2008. MSTS2 may well be less than six months away by then which will require a further review of whether I feel RS is viable to develop for.
Maybe it will be, maybe it won't.
You asked for an MSTS add-on creator's opinion. I have given one.
