Seriously though, I have no idea what "data" was really used to generate that map, but it doesn't make much sense at all. For example, why would Alaska be a lower risk than the rest of the US? And Cuba is a lower risk than Jamaica? After the attack a few months ago, Norway is a 1? The entire US is the same risk? The Rebulic of Ireland is "safer" than Northern Ireland?

Scare tactics from somebody somewhere methinks...
