Driving while distracted *is* illegal in most civilised countries. Using a phone (for a call or texting) is merely one of the most prominent methods of distraction. Adjusting a satnav or radio without paying attention to the road is just as bad.
It is in the UK.

The fact is that "Handsfree" phones are legal here (although many think wrongly so as the distraction aspect is just as high) but Sat Navs that aren't "Handsfree" are quite legal ......if often not very reliable  .

I bought a dirt cheap Nokia Vodaphone earlier in the year to replace my 1999 "brick" when it finally expired. It does what it says on the tin which, as it get used about twice a month, is exactly what I need. It doesn't do music, photos or games - it is a means of emergency contact if I'm out and about and there's no payphone handy.

Only if the beggars who use them are actually caught!!

Walking the dog gives me plenty of opportunity to observe drivers. The worst case was a man trying to text with three children in the car whilst driving in a 50mph zone!!

I managed to do one lady a favour the other night on my way home from work.

We were moving relatively slowly down the dual carriage way (in the right hand lane) due to the frequent usage of a pedestrian crossing. Spotting the lady behind was on her phone I gave the car in front a bit of extra space and so pulled away a little slower than I otherwise would. Just as I got to the crossing the lights started to change. I went through as I was level with the line in the road when they went amber. She had to stop; so had time to get off the phone before hitting the main road out from the business park.

If I spot them behind me using their phone I'll always drive just a little bit below the limit - remember it's a limit not a "you must drive at 30mph exactly".
