Maybe its a cheaper way of "Painting the Trains Black" with diesel fumes? So that they can spend more money on their promises they made?

Probably - even though after 11 years of running the ECML and managing 12mainline stations, they still never added bins to Peterborough station

It all stems from the 80's when attacks/bombings from the IRA were a very real and present threat at major stations. Obviously the threat of terrorism is still here today hence why you will find no enclosed bins on major (or any other) stations. I suggest doing a little more research on why there might be no bins at stations next time before declaring it "silly".
Anyway back on topic, I actually like the NEXC livery, though I think it would look alot better if "National Express" was a little more subtle.
