Pair of choppers (tnt with an ETH fitted loco). The 20's would run round at Llandudno Jnc. after returning from BF attaching infront of the other loco,
Derby - Llandudno - Blaenau Ffestiniog - Llandudno Jnc. - Derby
A peak on the outward leg and a whistler on the return,
Liverpool Lime Street - Man Vic - Leeds - Newcastle

How about the ultimate tour featuring not 1 but 2 Deltics and the full rake of the Blue Pullman stock so no Virgin stock sneaked into the rake travelling between;
London Kings Cross to Glasgow Central to London Euston,

Combination of 'Halls' or 'Kings' Paddington - Penzance, with Panniers, 14XXs stabled at places such as Par and St Erth to take portions of said train to the coast ("The Cornishman" IIRC).
Likewise Kings Cross - Aberdeen, utilising A4s or Flying Scotsman on the main route, with 62005, 61264 or Black 5s taking portions to Scarborough, maybe Lincoln etc.
Combining elements of splitting/joining, extra steam traction available in the event of a breakdown, several prototypical locos, all icing on the cake which I dare say would be too expensive to implement on this scale

70000 Britannia and a rake of 'blood and custard' liveried Mk1's from London Liverpool Street to Norwich. 70013 Oliver Cromwell then takes over for the return leg as far as Brentford, with 70000 following behind with support coach. At Brentford the train is split, with each engine taking a portion onwards to Liverpool Street running on the fast and slow lines.
As an extra, 61264 could be hauling a local train into LLS at the same time
Regards,
Dan
