Anyone know what/where/when this is?

(the signal number is WB177 if that helps).

My Mum took it a long time ago, she can't remember where or when it was though!

It appears that the train on the right has derailed, the current switched off and passengers walking to the next station.

Is it the approaches to Waterloo?

Where would the photo be taken from? What year? Anyone know what the incident was? What is the type of train on the right (is it 2x 4SUBs?)?
