Answer (well sort of)
It seems to be a match wagon so that locos with the standard screw link couplings can haul wagons which have rotary couplings. Some of the newer wagons such as some of the stone hoppers tend to have buckeye couplings on all the centre cars, but have special end wagons which can take screw link couplings. But someone else might be able to shed some more light on the subject. Possibly someone who knows exactly what they were used for.
