Yes to question 2, use the "Auto-placement" tool on the RE toolbar.
It's a pretty good tool for adding allsorts of stuff, including fences and trees!!!

To get 3dsconv.exe to work you must name the materials in your model as detailed in the documents that are with the 3dsconv.exe. You guys must be careful when adding fences in MSTS as it can really pound the frame rates and the tile object count.
