There is little point in authoring scenarios until the serious design flaws in relation to operations are fully rectified, since authoring realistic scenarios is literally impossible, and even authoring superficially pleasing scenarios ...

Check your LODs, and set your scenery detail to 10. That might not be the problem, but it's worth eliminating.
