If it helps I've just checked my Routes folder and I only have the various route files in it. so I'd say that anything else is unwanted.

If you check out this German guy's site you'll find lots of animated stuff. I've used a lot of his animated figures for platforms etc without any appreciable difference in fps.

Sounds to me like it's a graphics-intense area which is overwhelming your system. Try lowering the two train sliders on the options screen by one notch - Worked for me on a couple of American routes where I had a similar problem.
