Does this only affect the junction mentioned, or do you see this effect elsewhere? Is the track curved where you are trying to create the cross-over? Is the radius of the turn-out very tight (like less than 150m radius)? There are a number of reasons graphic rendering issues like this can arise, har...

The phenomenon you notice isn't new to TS2014. I can't say exactly why this occurs, but it does (and has previously). With the track section isolated by breaking welds on either side of the joint you are adjusting, grab one of the pesky arrows and lift it high. Way high. Higher than the other arrow....

Of course sometimes the nasty gradient arrows are necessary. The simplest solution to your issue is to delete the misbehaving section of track. Errors create further errors & eventually they can compound and crash the route. Starting clean should clear up the trouble. Also - always isolate a section...

I'm afraid the answer to your signaling question is no.
The signals consult the occupation table for each block of track to determine if it is occupied or clear. They do not have any way that I'm aware of to determine speed.
I'll have to think about whether there is a way to fake it.

a. A good rule of thumb seems to be about 1500. However, people's systems are improving, so it's not impossible to exceed this count. b. yes and no. Yes because they are a far simpler object draw, ie less stress on the GPU. No because the way TS2013 runs, the total number of calls for assets matters...

I see in your screenshot that you are working with easements. (Not a bad thing - they are necessary for super-elevation) However, easements have a few constraints; most notably, well ... the easement.
