To (partly) answer my own question, I have gone ahead and imported the relevant files from the WCMLN Class 86, and edited the Class 82 .bin files to point to them internally. So the Class 82 is now totally "self sufficient" and Quick Drives work fine on any routes. However, I still haven't answered ...
