At a diverging point, either a junction signal will be used, or if the line is simply for shunting, a shunt signal will control that direction.

You either need to start from scratch in the Blueprint Editor in the railworks directory, or edit an existing one in Notepad or other equivalent. I suggest you do a forum search and have a read... like me, because I'm in the same position.
