I've solved the problem that was causing passengers no to load by tearing up the single platform population grid and laying two new ones, one for platform four and one for platform five. NOD32 also blocks the site, so the issue isn't with just a single security program. Could still be a false positive though, but as at least 3 different programs detect an issue it's definitely wise to err on the side of caution.
